I have a question which is better Railworks? Railworks 3 or Railworks 4? And on what Railworks is the best addons, one is TEM2, it works on RW3 or RW4?

It works both in RW3 and RW4. Identically good.

But which is better?

Better RW4.

Easiest and cheapest way to claim RW4 is a Christmas gift at 6$ at railsimulator.com . If You've already had license of Railworks or Railworks 2-3, it should be upgreaded via Steam automatically.
